Public Call for Consulting with the Interested Public
In accordance with Article 12 of the Regulation on the Selection of Representatives of Non-Governmental Organizations in the Working Bodies of State Administration Authorities and the Conducting of Public Consultations in the Preparation of Laws and Strategies (“Official Gazette of Montenegro”, No. 41/18), the Ministry of Science announces a public call for consulting with the interested public regarding the preparation of the Draft Law on Incentive Measures for Research and Innovation..
The reason for adopting this law is to increase the level of research and innovation, in terms of increasing human resources, knowledge, and capital invested in scientific research and innovation activities..
The Government of Montenegro plans to improve the field and encourage the development of the national innovation system through two laws: the new Law on Innovation Activity and the Law on Incentive Measures for Research and Innovation – Lex Specialis. Public consultations have been opened for both laws.
The incentive measures in the current draft of the proposed law include tax reductions, exemptions, or reliefs in the following categories: personal income tax and surtax; contributions for mandatory social insurance; corporate income tax; fees for communal equipment of construction land; and property tax..
The categories of beneficiaries envisaged by this law are: companies implementing innovative projects; research institutions conducting scientific and innovative projects; innovative startups and spin-offs; individuals – freelancers, inventors, and innovators; investors in innovative activities – both legal and natural persons.
Consultation involves providing initiatives, proposals, suggestions, and comments during the initial phase of the law’s preparation.
