Montenegro’s European path brings concrete opportunities for modernisation and economic progress, and the document designed to unlock these opportunities has now been officially defined. It is the strategic document Montenegro’s Reform Agenda 2024–2027 for the EU Reform and Growth Facility.
Within its priorities, particular emphasis is placed on strengthening the innovation ecosystem. The document therefore specifically outlines the role, strategic importance, and further development directions of key infrastructure institutions in this sector, the Science and Technology Park of Montenegro and the Innovation and Entrepreneurship Centre Tehnopolis, which are recognised as key drivers of technological progress, entrepreneurship, and a modern economy.
The reporting period covers 2024, 2025, and 2026, with the indicators assessed as of 29 June 2026. The assessment considers the cumulative number of unique companies that used the services of innovation infrastructure providers—the Innovation and Entrepreneurship Centre “Tehnopolis” (IPC Tehnopolis) and the Science and Technology Park of Montenegro—from 1 January 2024 to 29 June 2026.
From 2024 to 2026, STP Montenegro provided support to 107 unique companies:

During the reporting period, STP Montenegro provided a range of different services that can be grouped into several key categories:
The data collected during the reporting period confirms a continuous increase in the number of companies using the services of the Science and Technology Park of Montenegro, as well as an increase in the scope of support provided by the innovation infrastructure to startups, innovative enterprises, and other business entities.
In accordance with the methodology for monitoring the indicators, each company was recorded only once, regardless of the number of services used or participation in multiple support programmes. In this way, a total of 107 unique companies that used at least one STP Montenegro service during the 2024–2026 period were identified.
During the same period, companies received a total of 220 services and various forms of support, confirming that a significant number of beneficiaries used more than one service and established ongoing cooperation with STP Montenegro. The results achieved demonstrate an increase in the number of beneficiaries reached and greater utilisation of innovation infrastructure, as well as STP Montenegro’s significant contribution to the development of Montenegro’s innovation and entrepreneurial ecosystem. Particularly noteworthy is that this growth was achieved through a combination of infrastructure support, educational and mentoring programmes, networking activities, business internationalisation, technology transfer, and access to funding.
Based on the data presented and the verification documentation, it can be concluded that the number of companies using innovation infrastructure services increased continuously throughout the reporting period, thereby making a significant contribution to the implementation of Reform Step 1.2.2.2. The innovation infrastructure institutions involved in implementing the reform have achieved the objective defined by the Reform Agenda, namely, increasing the number of companies using the services of innovation centres by at least 50%.
This has further strengthened Montenegro’s innovation capacity, enhanced support for entrepreneurship development, and created the conditions for further growth in the competitiveness of the national economy.
