PUBLIC CALL for participation in the training on preparation and submission of project proposals under the Horizon Europe programme

If you are from a research institution, university, company, or non-governmental organization seeking to strengthen your capacity for developing and submitting project proposals under the Horizon Europe programme, we invite you to apply for a free, multi-month training programme focused on the preparation of Horizon Europe project applications. The training will take place from May to November 2025, with both onsite and online participation, aiming to enhance the capacities of domestic organizations for successful application and implementation of Horizon Europe projects.

The training is organized by the Science and technology park of Montenegro, through the Horizon Europe project POLICY ANSWERS, and the Ministry of Education, Science and Innovation.

POLICY ANSWERS is an acronym for the project “R&I POLICY making, implementation ANd Support in the WEsteRn BalkanS”, which is implemented with the financial support of the European Union through the Horizon Europe research and innovation programme.

Through this Public Call, 10 teams/organizations will be selected to participate in the training under the mentorship of Goran Stojanović, phd professor at the Faculty of Technical Sciences, University of Novi Sad, and one of the leading experts in the former Yugoslav region in writing projects under the Horizon 2020 and Horizon Europe programmes.

Eligibility criteria:

Eligibility criteria for organizations/legal entities:

Organizations eligible to participate must meet the following criteria:

  • Registered in Montenegro.
  • Have formed a team for preparing the project application, with the capacity and readiness to implement international projects (a maximum of 2 persons from the organization will attend the training and actively communicate with the expert).

Eligibility criteria for representatives in the training:

Representatives attending the training must meet the following criteria:

  • Employed or engaged in the registered organization
  • Experience in writing project proposals or managing projects (national or international) is preferred, but not mandatory
  • Motivation and availability for active work on writing and implementing the project application during the training period.
  • Willingness to transfer knowledge to colleagues within their organization.

Selection criteria:

In selecting organizations and their representatives, the committee will consider the following criteria:

  • The team’s motivational letter, presenting the reasons for participation, planned activities, and expected outcomes of the training;
  • Relevant competencies and previous experience of the nominated representatives.

Eligible to apply are legal entities that meet the aforementioned criteria and whose representatives in the training (2 persons) meet the required conditions.

The documents to be submitted along with the online application are:

  • Proof of registration of the legal entity in Montenegro;
  • A motivational letter, signed by the head of the applicant organization and the team members (2 persons) who will attend the training and write the project application;
  • A statement from the applicant confirming that the project proposal preparation team will actively participate throughout the entire training period, signed by the head of the applicant organization and the team members (2 persons) who will attend the training and write the project application;
  • Proof that the participants in the training are employed, engaged by the applicant, or founders of the NGO (copy of the employment contract/decision on the establishment of the employment relationship);
  • Proof of experience in writing project proposals or managing projects (national or international) (optional).

The application deadline is May 20, 2025, and the selected participants will be notified of the selection results by May 26, 2025, at the latest. All additional details about the training will be provided to the selected participants.

The training will begin on May 29, 2025, at the premises of the Ministry of Education, Science and Innovation (Vaka Đurovića bb, Great Hall). The training will then continue in an online format, with consultations held individually with each team.
